If not, which Windows editors do people recommend that have similar
functionality as Interdev does with ASP code.

I believe that KWrite is extensible (allowing new syntax's to be built)
but have not performed this as yet.
Textpad I know to be extensible by "simple" syntax "dictionaries", and
will support most languages, with a massive set of files available (I
wrote the Sybase 11 one).

I use Zend IDE (www.zend.com). Does color-coding, debugging,
anticipates your code syntax, including HTML. They have a demo at
their site, too.
