Why is refresh so slow?

On a current project, the refresh through Interdev takes so long that it
hangs the client machine. I have tried checking/fixing the server
extensions, and the only thing that happens is that I'm prompted if I want
security tightened as much as possible. I have also recalculated the web and
get the message that that is done successfully.

Trying to set this up as a new project in Interdev does the same thing.
Working through FrontPage 2000 (client) is just as slow.
Any suggestions?
Clients are Win98/Win95. Server is WinNT 4 (sp4) with IIS and FPSE2000.
