User Permissions in Access

I want to have a group of users in Access who will have only the
ability to view tables and run maketable queries to update tables. I
don't want them to have the ability to modify certain tables within the
database.

What's the best way to do this?

Set up user-level security. Have a look at this KB article. Read it
carefully several times before starting to implement:

Access User Level Security is what you need for this situation.
It is, however, a difficult concept to grasp and implement properly
the first couple of times. Read all the of the following material I
have accumulated here and practice on dummy databases.
