I had the same problem and to work around this, I had to run MS Access as an Administrator by shift-right clicking MS Access program shortcut (not the database)and selecting "Run as administrator" to start the program and then open the database.

When I try to open ODBC connection for an Access data base, I am getting the
following message:
"You are logged on with non-Administrative privileges. System DSNs could not
be created or modified." Problem is, I am logged on as Administrator and I
had this ability recently. How do I either reinstall ODBC or re-establish the
"Admin privileges" that are being refered to?
