1)Opening Access, then clicking Tools -> Security ->
workgroup Administrator. I then click the Create button,
name it and save it to a location.
2)I then Add some users and passwords.
3)Now I join the database to the workgroup and then create
a new database. When i create the new database a login
pops up like it should and I enter my userID and password.
4)After the database is created I check and make sure no
other user has any permissions.
No other users have permissions at this point. When I
close access and reopen the database as another user they
still have full control even though they shouldn't have
any permission. Not sure what I am doing wrong, I have
looked in the Access help and followed the steps but if
this seems wrong then can u please tell me the correct
steps.

The main reason that all users have access to a databse
even though they have not been set up specifically in the
security file, is because everyone is a member of the
Users group. Unless you have removed access to the Users
group to all your objects, it doesn't matter what you do
in the security file. Everyone will have access via that
group.
