Mapping Multiple Push Pins On A Map Using Local Drive

All,
I would like to use any mapping service (Google, Mapquest, Bing, whatever) to map multiple pushpins from an Access database of street addresses.
In addition, I cannot do this on a server -- it all needs to take place on my local computer.
The end goal is to develop an HTML page that embeds the map file which can all be fired locally.
I am using Microsoft VBA in Access 2003.
I know that Google interfaces with VBA well, but it seems impossible to interface a KML file with an HTML file on your local drive. I have seen the Bing map API for putting an XML file into an HTML file, but I could not get this to work.
Is this even possible? Let me know. Thanks!
