Using ALT shortcut commands in forms

Having a problem getting the ALT key + shortcut letter to work in a form.

We have a form that has 6 tab sections.
On some of the tab sections, there are only fields, but on a couple there
are only subforms.
Each tab has the shortcut cut letter set using a different value. Like 1, 2,
3, 4, 5, 6

The problem is the tabs that don't have sub forms will not allow the
ALT-shortcut letter to work. All we get is beep. The tabs that have subforms
work just fine.

Any ideas?
