How to get 'Tools' menu back

I've a problem. I set up my switchboard, but on
the 'startup' properties from the Tools menu, I
hid 'allow built-in toolbars'. How do I get this 'Tools'
Menu back, so I can change the settings?

You should be able to bypass the startup settings by holding down the Shift key
