2002 Packaging Wizard problems with D drive

I had a lot of trouble with a recent install package created with
Packaging Wizard for Access 2002. My guess as to the cause is that my
client had Access 2002 installed in a partitioned D drive, and this
somehow confused setup.

Here's what happened:

- Setup did not install the Access runtime.
When I had tested Packaging Wizard packages on my own compter, it
installed a runtime version of Access in "C:\Program Files\Common
Files\Microsoft Shared" even though I had Access 2002 installed.

- Setup installed the patch I had included to update the runtime files
(per instructions in http://support.microsoft.com/kb/916176/en-us). But
it failed to run the patch because it was looking in the wrong
location.

- Shortcuts pointed to non-existent runtime files.
The shortcuts were looking for msaccess.exe in "d:\program files\common
files\microsoft shared\access runtime\office 10", which did not exist.

- The shortcuts were then modified to use the client's installed
version of Access 2002. Even though the shortcuts included the /runtime
switch, he was able to customize toolbars. (Toolbars were appearing at
inappropriate times).

Client had originally tried to install the app on his D drive, but
later installed it on C in the default folders. The result was pretty
much the same.

Any suggestions on how to prevent these problems would be greatly
appreciated.
