"Function isn't available..."

I am using a query to export to text files. For some columns, I am
using the Format() function in an expression to format the data. This
works in my development environment, but when I deploy using ODE, one of
my clients receives the following message when trying to use the query:
"Function isn't available in expressions for expression Format([<column
name>], "$0.0000")".

I have read in other messages of a possible fix, but this did not help.
The fix was to open a code module, go to the menu Tools | References,
and uncheck any options that have a "MISSING" in the text. This
appeared to have no effect.

I am having a similar problem, using =Format(Now(),"m/d/yy") as the control
source for a text box on a report.

Works fine in development environment (even works OK when using the /runtime
switch for testing), but it gives a #Name? error in the run-time
environment.

Open any module, goto menu tools|references and uncheck unused references
