I have seen this before when cable and DSL connections go up and down.
Unfortunately, you have to end up by stopping
and starting RRAS or even rebooting the server. This is probably due to
the way your cable or DSL company has set up a
VLAN from the router to the switches in your segment. The switches tend
to lose the ARP information for your connection
(NIC) during this downtime (loss of connection). Your best bet is to
reboot the server.
