cannot change display settings on Win98 laptop

Dear MS Direct Access Tech Support,

I have a one year old DELL Inspiron laptop with an ATI Rage Pro 2X
adaptor in it and some unkown laptop display. I ordinarily run it in
true color at 1024x768. But I have an app' that needs to be run at a
much lower res, so I try to change it in the Dsiplay Properties, but it
complains:

"The display control panel is unable to change the display settings.
Please check your display hardware in device manager."

There is nothing unsual about either my display nor adaptor in the
Device Mgr.

There is one funny thing going on here though, the Display Properties
show two displays, a #1 & a #2, but I only, obviously, have one display.
I do not know how to remove the #2. I have written ATI about this
problem.

Any ideas on what is preventing me from changing my properties?
