Windows 95 Shutdown Problem

I have a customer with a system that will not shut down properly.

When Start/Shut Down/Shut Down the computer is selected and Yes is clicked,
the system reboots instead of shutting down or displaying the "It is OK to
turn your computer off" screen.

I have updated the BIOS to the latest revision.
I have re-extracted the LOGOW.SYS AND LOGOS.SYS files from the Win95 CD.
I have booted using Step by Step Confirmation and not processed the
Config.sys and Autoexec.bat files.
I have verified that there is nothing in the Load= and Run= lines in
Win.ini.
I have checked the Bootlog.txt file and the only questionable entries are
that Vshare.vxd and Ndis2sup.vxd did not load.
The Terminate entries at the bottom all have corresponding End Terminate
entries.

The problem still exits.

What else can I do?
