Problems using Netmeeting 3 through a Proxy Server

On a client site that has a Proxy 2 server and client pc's running
Netmeeting 3, users on the LAN can receive sound and video using netmeeting.
But when using NetMeeting 3 to people outside of the LAN both participants
in the meeting do not receive video and sound but can use the chat and
whiteboard parts of Netmeeting.

What is causing only some of the Netmeeting features to be able used when
going through a proxy server?
What is required for Netmeeting 3 to be able send and receive video and
sound through a Proxy 2 server?
