Proxy Dial Out Failed Error

I'm having a similar problem. Occasionally (after working fine for awhile)
the users' browsers give them an error (I don't remember the exact text -
but it's the same as when the ISDN line is unplugged). If I stop & restart
the proxy services, it works fine again.
