I ran into a problem trying to install US Money Deluxe Sunset on Win 10 where it required a reboot and appears to have aborted after the reboot.

My resolution that appears to have worked is as follows:
1. Create "Money files" by running "USMoneyDlxSunset.exe /T:path /C"
2. Run mnyinst.exe from the files created above.

Good going. I wonder if you would have been able to run the   USMoneyDlxSunset.exe   file with  RunAsAdministrator and not had to expand. I don't know if that would have been sufficient.

mcd, can you refresh my memory on what the   /T:path /C  does?  It sounds like this would be a nice way of creating backup install media on a USB drive, with all of the file substitutions needed pre-installed (like the patched dll and invoice.ntd file).

Not directly answering your question but on Unix I am using cabextract to extract the content of the *.exe file. So I think you can use rename
USMoneyDlxSunset.exe to USMoneyDlxSunset.cab
and see if Windows file explorer will let you extract/view it.

$ file USMoneyDlxSunset.exe
USMoneyDlxSunset.exe: PE32 executable (GUI) Intel 80386, for MS Windows, MS CAB-Installer self-extracting archive

$ cabextract -l USMoneyDlxSunset.exe  | head
Viewing cabinet: USMoneyDlxSunset.exe
 File size | Date       Time     | Name
-----------+---------------------+-------------
    106864 | 22.02.2010 15:56:00 | adapt.dll
     12144 | 22.02.2010 15:56:00 | adaptres.dll
    161136 | 22.02.2010 15:56:02 | autoupdt.dll
     31600 | 22.02.2010 15:56:08 | binrsrc.dll
     68976 | 22.02.2010 15:56:06 | compdll.dll
    118640 | 22.02.2010 15:56:06 | ctl1.dll
     59760 | 22.02.2010 15:56:08 | dlxres.dll

On your original question, I am guessing
/T for temp directory or target (where to extract the content)
/C to create directory as needed

If you run "USMoneyDlxSunset.exe /?" the popup will show you the available options and what they are:

Thank you Bob!   Even though most of us hopefully have the install file for our version of Money backed up somewhere, I think I'm going to use the command line to recreate a backup installation with all of my customizations (sound files), business invoice templates and logos, patched dll, etc. all folded in, so that if I ever need to reinstall Money - it will be easy peasy.   It might be nice for someone wanting to install Money, that comprehend the instructions for installing the patch too.
