WIP label for pull-requests?

Hey,

I think it would be great if github repos could have a "work in progress" or "dont_merge_yet" label, that indicates that a pull-request is not yet ready, but that the submitter has submitted it for initial review.

If people like the idea, I could ask Eclipse webmaster to add this to all the microprofile repos
