Publishing our release files at download.eclipse.org

Hi,

Kevin, John C, I need your approval here as project leads.

I intend to link our Jenkins and the eclipse download area so that we can automatically upload released files there. I expect that eclipse downloads area supports generating a static page with links to downloadable artifacts, mostly for PDF documents and javadocs.

For this I raised a bug with Eclipse, which requires approvement by project leads: https://bugs.eclipse.org/bugs/show_bug.cgi?id=521740

A Jenkins release job could then do the following:

 - build artifacts (API, TCK, PDF)

 - deploy maven artifacts to Maven repo (for now to Eclipse until deployment to Central can be automated)

 - upload the PDF to the Eclipse download area

 - generate javadocs and download page and upload it to the downloads area

In the end, the upload area could host:

 - PDFs

 - project information (maven artifacts, etc.)

 - Javadocs
