MicroProfile Config 1.2 is out

I have just released MicroProfile Config 1.2 (https://github.com/eclipse/microprofile-config/releases/tag/1.2). Despite the late start, we just managed to board on the MP 1.3 train. Thanks to all helped to make this happen!

Special thanks to Jeff Mesnil and John Ament for your tremendous help and ensuring tcks run successfully on your implementations! By the way, the new release is very much improved and it was a great experience! Thanks John for setting up the new release process!
