Component specs read: MP Release 4.0 RC1 Review

Dear spec members/leads,

In preparation for the RC1 release of MP 4.0, we have found a few tasks that we need your assistance with in order to be able to continue with the release.

1. Specification release documentation
There are a few pieces of documentation missing for some specifications as follows:

- The latest releases on the GitHub "releases" pages don't contain detailed information, e.g. in the case for https://github.com/eclipse/microprofile-health/releases and https://github.com/eclipse/microprofile-metrics/releases. Please check your specification's documentation and update this if applicable. As a minimum, you could place a link to the changelog page, e.g. a reference to https://download.eclipse.org/microprofile/microprofile-opentracing-2.0-RC2/microprofile-opentracing-spec-2.0-RC2.html#_release_2_0.
- Please verify that any breaking changes are listed (preferably in bold)
- Please verify that the Jakarta dependencies are mentioned in the changes

Note that we are considering methods of creating more consistency in the documentation for all specifications to be picked up after the WG has formed.

2. Release plan
We are missing release plans for the following specs on https://projects.eclipse.org/projects/technology.microprofile:
- Health
- RestClient
- OpenAPI
- OpenTracing

Could you please add your release plan to the mentioned page if applicable?

3. MP 4.0 Platform changes
We are still working on the final details for the MP 4.0 RC1 platform PR on https://github.com/eclipse/microprofile/pull/188. Please feel free to review this further.

Were you able to adjust the wiki as explained from last Tuesday's after call discussion? 

I see no changes so following up with you on this relevant thread.

Hi Amelia,

Sorry, I haven't been able to change it yet since my Commiter status is not processed yet. I will of course do it as soon as possible, as we discussed. So, unfortunately, it has to wait for a little bit or somebody else needs to take care of this in the meantime.

We wait, we super want you to help document that part of the Committer process awesome Edwin! 

Do let us know if you need help with the commit access.  Usually, it takes only a few days after the legal side has been completed. If you have completed the paperwork, then it is a matter of the EMO on the side of the commit to unblock us. :)

Thanks for all the updates that have been done in the past few days. There is one item left:
- The OpenAPI release is not yet added to the page https://projects.eclipse.org/projects/technology.microprofile

If this is underway, please ignore this message. Otherwise, could you please process this? Of course, feel free to ask for assistance if necessary.
