No more releases can be created - MP jenkins instance not responding - a bugzilla raised

Just let you all know that MicroProfile Jenkins CI instance is not responding https://ci.eclipse.org/microprofile/view/Release/job/MicroProfile%20Releases/). It hangs and asks for instance restarting. However,  when I tried to restart the instance, it timed out. I have then raised a bugzilla (https://bugs.eclipse.org/bugs/show_bug.cgi?id=535069) according to the instruction. Without the fix, we cannot do another further releases. I'll put a update once the instance is back so that we can resume our release train.

Looks like we need to blame OpenJ9 for the outage...  :-(

The build machine is flaky. It is down again. The ticket was updated.

Once it is up, I will do a final release for both Config and Fault Tolerance.
