Initial PR for specification process checklists

I have begun drafting specification release checklists by adopting some from the jakarta process. The initial content can be found here:

We will need to consolidate the current https://wiki.eclipse.org/MicroProfile wiki content into a single process doc that pull together and updates the steps needed to manage a

specification project release in a manner consistent with the MPWG/MPSP.

I have updated the https://github.com/eclipse/microprofile/pull/193 PR to be an issue template that can deal with any of the project lifecycle reviews and incorporated the simplifications discussed. Rereview that for today's WG call.
