I agree that working on this YouthBuild initiative is an important activity, and that it should be done. We had our staff meeting here at NTC yesterday, and we are proceeding in being part of the project/proposal development process. This is the mandate of the NTC. Even though we might not be eligible for this grant, at least we have a proposal we can vet to other sources of funds.
This YouthBuild request for proposal is really under the Workforce Investment Act (WIA), which was cashed out under Compact II into the SEG we now work under. But, since you are convince that we are eligible, then maybe a confirmation will be needed in this upcoming SEG Meeting or better the JEMFAC meeting on Wednesday. NTC is meeting with Ryan Edgar on Monday so we can bring it up at that time as well.
So, as said earlier, even if it becomes obvious that we are not eligible, we will still have a good project proposal that can be submitted to other fund sources.
The RFP contents are within the NTC Strategic Plan 2007-2012 and within the NTC Skills Development Program which has evolved under its Plan. We have more information that can be used in the formulation of the project and the writing of the grant proposal.
I gather that 23 March is the scheduled meeting day, and 3 pm the time? The Eduction Minister has also offered her conference room. You have offered yours. Should there be incovenience, then NTC Conference Room will also be made available. However, it can only seat 12 people max.

I would be happy to attend a meeting to discuss the YouthBuild funding opportunity at 3:00pm today or any other time that is found convenient for everyone. The Grant Writing Office (Room 405 of the MIDB) is available as a venue, if needed. Sorry about the slow response as I was ill at home yesterday.
As far as eligibility, the FO states:
Eligible entity.The term ?eligible entity? means a public or private nonprofit agency or organization (including a consortium of such agencies or organizations), including?
(1) A community-based organization;
(2) A faith-based organization;
(3) An entity carrying out activities under this Title, such as a local school board;
(4) A community action agency;
(8) A State or local youth service or conservation corps; and
(9) Any other entity eligible to provide education or employment training under a Federal program (other than the program carried out under this part).
And, under the amended Compact, the RMI "shall continue to be eligible for competitive grants administered by the Secretary of Education, the Secretary of Health and Human Services, and the Secretary of Labor to the extent that such grants continue to be available to State and local governments in the United States." So, there should not be any problems with eligibilty.

The MOE would want to partner with other agencies to go after this
grant. NTA could be the lead agency for this since they serve out of
schools and at risk youths, and provide GED and employment related
services. Partnerships with CMI, YTYIH, MOE and IA strongly recommended.
How about a meeting on Friday to discuss way forward for this grant? I will
offer MOE office as possible meeting site. Other suggestions most welcome.
We don't have much time.

Subject: YouthBuild - A Funding Opportunity from the US Dept. of Labor
Iakwe Aolep,
I am contacting all of you in regards to a promising funding opportunity
(FO) from the US Department of Labor. The "YouthBuild" program awards
grants competitively to organizations to oversee the provision of education,
occupational skills training, and employment services to disadvantaged youth
working in their communities. More specifically, YouthBuild will fund a
private or public organization to provide mostly out-of-school youth ages
16-24 with academic classes designed to help them acquire a diploma, GED, or
industrial certification in an alternative setting while also receiving
training in carpentry.
Sounds good so far, right. It gets better. The students are taught
carpentry skills while building homes for low-income families or completing
significant renovations and they get a stipend for their training and work.
I see this FO as potentially providing many benefits:
- Remedial education in an alternative setting leading to diploma, GED,
or certificate
- Provision of real-job, construction training for unemployed youth
- Provision of two years of income (stipends) for program participants
- The possible opportunity for local construction contractor(s) to
provide construction skills training while
collecting training fees
- Provision of housing or improved housing for low-income families
The difficulty faced would be organizing ourselves to put a proposal
together by the May 8th deadline. Who would spearhead and coordiate such an
effort? A powerful, motivated individual or small group of individuals
would be needed to accomplish this task. MOE is certainly responsible for
education, but is another ministry/agency here in the RMI responsible for
job creation and training? And, if we submit a proposal and it is approved,
qualified and motivated personnel would be needed to run the program.
I have attached the FO for your information and review. It is somewhat
long, 36 pages, but the requirements don't seem too restrictive or
daunting. I would suggest any interested ministries, agencies, or
individuals express their interest and be willing to come together in a
meeting sometime soon to discuss how to proceed. Any guidance, information,
and/or suggestions for the Grant Writing Office would also be appreciated.
