The below link is a report regarding the uncertianity on Clean Water
Act
Implementation and includes some positive statements about Michigan's
Wetland Program, including: "He [Associate Regional Counsel, EPA
Region
5] said that there were jurisdictional issues for enforcement in most
EPA Region 5 States, where State-level wetlands enforcement is
lacking.
Michigan is the only EPA Region 5 State with a decent enforcement
program."
