procedure for appling to Mhada for levy maintenance charges from the date of water connection and other facilities

Dear Friends 

I have been allotted a MHADA flat at Chandivali  (Andheri) Bldg no 25 /C Code No: 233

and Estate Manager III at Mhada Office Bandra.

As i took Possession of flat in October 2009 month but the Electricity, water and other facilities are given by Mhada authority to the all tenants from Bldg 25 in the month of February 2010.

As i come to know from some of our friends that we can ask mhada to levy maintenance charges from the actual date of water & electricity supply provided to the all tenant.

I will be very thank to you if any one of you can suggest the detail procedure and contact person at Mhada Office at Bandra.
