Cell Tower & Dry Cleaner at old Double 8 site

This is the email I sent to Edward Honea regarding the proposed cell tower adjacent to the old Double 8 site at Fairfield and Central owned by Isaiah Kuperstein.

Dear Mr. Honea,
Allowing a cell tower on or adjacent to the old Double 8 site in Mapleton-Fall Creek would be a short-sighted and ill-advised land use decision. It will most definitely contribute to visual blight and also potentially foreclose on other options (including at the adjacent commercial property) due to placement of guy wires and chain link enclosures (topped with barbed wire?) at the base of the tower and/or guy wires. These types of structures are decidedly not "neighborhood friendly."

I understand Isaiah's desire to monetize his vacant properties, but it must not be at the expense of the neighborhood.

Isaiah has a history of neglecting his responsibilities as a property owner and his commitments to neighbors. For decades he failed to enclose his dumpster as required by code despite repeated requests. He again failed to enclose his dumpster as part of a formal agreement related to the neighbor-driven development of the (Monumental Award-winning) rain gardens on his site.

Additionally, both properties are currently minimally maintained (another violation of his formal agreement with the neighborhood) and regularly attract illegal dumping. I have no reason to believe that Isaiah as an absentee owner or his (absentee) tenant will proactively maintain the property appropriately without constant monitoring and intervention by individuals with an active interest in the neighborhood.

I also understand that Deering cleaners (a dry cleaning company) has signed a lease that allows them to use the adjacent commercial building (the old Double 8 store) as storage for commercial linens (tablecloths, draperies, etc.)...with plans to ***eventually use the facility for "production"***...i.e. perform chemical cleaning on site at that location(!)

Dry cleaners are notorious polluters...and it is nearly a certainty that a chemical (dry) cleaning operation at that location will eventually lead to groundwater contamination. This is a real concern because the old Double 8 is located within the Fall Creek Wellfield Protection Area - the Fall Creek Wellfield is part of Citizens Water drinking water supply system.

The recently updated and adopted Mapleton-Fall Creek Land Use Plan (a segment of the Marion County Land Use Plan) identifies the Double 8 site as appropriate for neighborhood commercial uses and I would encourage Isaiah to engage with the Mapleton-Fall Creek Neighborhood Association to identify potential commercial uses that are compatible with the neighborhood.

I vehemently oppose any variance of use or rezoning of the old Double 8 properties (either the store/parking lot and/or the adjacent vacant parking lot behind the building) at Fairfield and Central Avenues.
