RE: review of Renew Indy development proposals by neighborhood stakeholders
TO WHOM IT MAY CONCERN:
As an engaged neighbor I greatly appreciate the opportunity to evaluate development proposals for Renew Indy. Please consider following up with those that take the time to provide important, ultra-local feedback to let them know the decisions of your review committee. It would be useful to know if specific projects are approved or rejected and the reasoning behind each decision. As we all work to build the capacity to understand land use issues and provide meaningful feedback to City agencies (and quasi-governmental agencies like the Land Bank/Renew Indianapolis) it is imperative that interested, involved neighbors gain insight into the factors that drive neighborhood land use decisions.

I also have a few questions about recent proposals in MFC:
1. According to your website at the link you provided, Branden Neese’s proposal for 316 E 33rd Street (boxy garage w/ apartment above on small lot) was *approved* by the Renew Indianapolis review committee and board of directors on 8/2/18 yet both BANG and MFCNA (I believe) *OPPOSED* this proposal. Please elaborate on the reasoning behind Renew Indy’s decision to approve a project opposed by stakeholders and please advise as to next steps if neighborhood groups would like to continue to oppose the project. I assume this would be at the MDC meeting? When does Renew Indianapolis plan to put this on the MDC docket?
2. Again according to your website, the proposal for 3223 Central Avenue (4-plex next to the new gas station…) is no longer on the agenda for 8/23. Is this correct and can you elaborate?

I would like to explore this in more depth and discuss it more. In the meantime, I will refer you to our sales activity page on our website. The first table lists properties/applications currently slated for the Review Committee on the fourth Thursday of the month. If those properties/applications are approved, they will go forward to our board and, if approved there, they will go forward to the MDC for final approval, this is reflected in the second table. Once closed, the property will appear in the third table. To see the full list for each table, you can download the csv or Excel version of the complete list.

Thank you for your questions and I would be happy to answer them.
As to your first question. We solicit input from registered neighborhood organizations, this input is included and highlighted in my presentation to the Review Committee and Board, however, the feedback that organizations give are not the only considerations in the decision-making process. The committee and board must also consider larger benefits to the city, such as density and increasing public funds for infrastructure through an increased tax-base, two benefits established as our mission as well as the DMD/city's mission. However, this does not mean that any proposal put before us is one that we will necessarily support. We will vet applicants and proposals alike. The carriage house proposed by Mr. Neese was not wholly inappropriate for the parcel in question. Mr. Neese had also reached out to MFCNA to talk about design aesthetics and this willingness to work with neighborhood organizations is something we support. In this way, these projects can be collaborative and all parties can come to a solution in which everyone is happy. The MDC has tabled this application until Sept. 5th. I should also note, we also consider future development and the specific goals that such development is seeking to accomplish, e.g. connectivity, engagement, community, etc.
The application for 3223 Central Ave has been moved to next month while the applicant gets his paperwork together; his application was incomplete. We will solicit feedback again, once the application is completed.

Nicholas, can you share the criteria you use to “vet applicants and proposals”? I couldn’t find that info on your website. I’m sure that would be extremely useful to neighborhood land use groups as well.

I assume the applicant info is self-reported? Or does Renew Indy do some research and/or verification?
Also, is it safe to say that on subjective matters such as design, Renew Indy is a pass-through entity…or in other words it is the responsibility of neighborhood stakeholders to work with Renew Indy applicants to arrive at a mutually agreeable design. If so, I think that’s essentially the charge or mandate for land use groups with regard to Renew Indy proposals…or really any development proposal that requires municipal approval (MDC/CCC.) I think this important role (and the distinction between what is allowable by zoning/building code and what is desirable or contextually appropriate) is often misunderstood or neglected.
Appropriate land use and high quality design enhances communities, but it’s generally not the purview of The City of Indianapolis --- it’s the purview of the people.

We look at tax history, code enforcement history, and development track record of the applicant, their associates, and any other associated land-owning entities that they are affiliated with. We look at funding, the quality of the proposal, and the viability of the proposal from a planning/zoning perspective (we require variance approval prior to closing). These things can bar an application from being accepted and put forward. I should note that there are other considerations that are discussed in the review process that vary from applicant-to-applicant and property-to-property.
We cannot vet applicant proposals on subjective matters, such as design aesthetics, we can make suggestions; we can point them in the direction of a pattern book if the neighborhood has one, however, pattern books are not generally enforceable. Hence, we ask and encourage that they communicate with NAs/CDCs on their proposals and that is why we send out their email address with the notifications.
