Users able to add Blogs

I have been playing with the Mezzanine configurations for a while. I have the login active, tried setting some users to staff and giving them blog privileges. I was hoping someone could walk me thru how to have a user able to add a blog without going through the admin interface. 

At this point it seems I need to actually write a new page to do this. What am I missing?
