I was sent this site and thought it might be of interest to you - check out this link http://opengovernmenforlht.blogspot.com/ - I do not know the identity of Marc Kato but I can tell you Marcus Cato was a Roman reformer of sorts and a great speaker among other things.  It looks like someone wants reform in Long Hill as well as Cato wanted it in early Rome.
