Changes since last public release:
* Kiril, Fury of Beasts ICD increased to 55 sec from 50 sec.
* The Formulation Bear model will now calculate Vengeance decay
correctly when the mob's post debuff swing timer is > 2.0 sec.
* Refreshing Rend via Blood and Thunder is now a proc trigger.
Notes:
This is a bug fix release. The change to Kiril's proc doesn't
significantly alter it's value.
Yes, 55 sec. No, it's not 60 sec despite what some people say since I
have logs that clearly show it triggering on a shorter interval. It
*may* still actually be 50 sec, but I find that unlikely due to the
sample size in the log I looked at (the odds of getting that many
samples and not seeing something lower than 55 sec assuming a 50 sec
ICD is vanishingly small.).
Still open questions:
What is the exact Starcatcher compass ICD? It was terrible on the PTR
(~115 sec observed). I have it set to 100 sec at the moment, but it
may be somewhat longer.
What is the exact Soulshifter Vortex ICD? Didn't get any information
regarding tests from the PTR, I have it set to 100 sec for now, it may
be shorter or longer.
Some of the finer points of Souldrinker's behavior (what buffs/debuffs
affect the proc and heal, can it crit) are still open questions. The
ICD and triggers are believed to be correct.

Final Dragon set to 115 sec (increased from 100 sec).
