Changes since last public release:
* Thrash DoT is mitigated by armor (Runtime configurable).
* Deprecated support for the Thrash initial damage bug (Fixed on live).
* 2T12 is not affected by various damage multipliers.
* The 2T12 sim refresh code was incorrect leading it to not roll as
often as it should.
* There is now a detailed report with a breakdown on what exactly is
happening with 2T12.
* Frenzied Regeneration max HP multiplier increased back to 30%.
Tooltip is incorrect.
* Matrix Restabilizer proc rate set to 15%, instead of 10%.
Notes:
Unless something utterly massive comes up, this should be a reasonable
representation of live and the last bugfix release for a while. The
differences due to the 2T12 modeling are basically a wash, the damage
multipliers were inflating it a bit, and it not rolling was deflating
it.
