Attached is a trivial fix to support the GB 18030 charset. Tested
with Emacs git from 2016-12-03, so maybe it is necessary to add some
guards for older Emacs versions...

I've just seen that OkoSanto provided a pull request already in May
(which is almost identical to the patch I sent to this list).

Could someone please commit it to the repository?

Essentially, everything boils down to a single question: Is mew still
maintained?
