Thanks to all that responded to my problem with my Toyo glass cutter. As suggested above, I soaked it (without the cutter head) in kerosene [high-grade lamp oil] for several days. Oil now flows through the wick again provided that I loosen the cap to allow air to flow into the oil chamber. When the cutter was new, oil would freely flow without needing the cap loose. So it looks like the wick may still be clogged to some extent, but at lease it works again.
