`Tracker` prior to `Meteor.startup`

A few versions back on Meteor you used to be able to work with Deps (now called Tracker) prior to Meteor.startup running.  (Right - I'm almost certain this was the case).

But now Tracker is not available until Meteor.startup runs.

Why is that?  Is there any way to get Tracker into the global namespace earlier in the load sequence?

I just tried building a small app using Tracker before Meteor.startup and it worked fine. I wonder what your app is doing?

(Or maybe you're trying to run Tracker on the server, where it's not defined unless you use one of the community packages implementing it on the server?)
