[meteor-core] publish-for-arch for windows

Hi,

Does windows version support publish-for-arch?
If not how should we publish binary packages? any workarounds?

It is still in the works, but the idea is the same, you get an ssh access to a build machine with `meteor admin get-machine os.windows.x86_32` and then use publish-for-arch command.

On the other hand, publish-for-arch tries to build the package using the same release that it was originally published with ... which is unlikely to have a Windows version yet.

Yes. That's the kind of error it's getting.
