0.5 library releases

Should we make library releases of 0.5 network layers for C# and Java
now that they are ready and compatibility tested?

good idea. unfortunately I'm still not there yet with the C++ code :(

C++ certainly will be major addition to the library palette. What is
still missing from it?

I was blocking on the hand-shaking implementation, and the design
itself. now I checked in the first implementation of the code, that
seems to work. now I have to verify using the other C++ compilers, and
then start to create the reference client, that can connect to your
reference IOT server.

as I'll be traveling in the coming two weeks, I'll see how I'll be
making progress...
