static-ip-manager-image repository proposal for archiving

Hi Metal3-io community!

As it was discussed on "2023-01-25 Metal3 Community meeting" ( https://www.youtube.com/watch?v=AdDzoaQeSLY ) and a few times before and since,

we have come to a conclusion that the https://github.com/metal3-io/static-ip-manager-image is not seeing much use and contributions across the community thus I propose we archive the repository.

I think a one-month grace period is enough, so if I don't hear any counter argument by 2023 March 14. the repo will be archived.

Feel free to discuss the topic on any upcoming community meeting, slack or in response to this mail on the mailing list.
