Multiple instances of CAPM3

Hello,

I've been studying the documentation for a bit and haven't been able to determine what the recommended approach for deploying to multiple sites containing baremetal hosts is:

* Management cluster at each site?

* Single management cluster, multiple instances of CAPM3 communicating with Ironic instance at each site?

* Some other combination?

Thanks in advance, I'm new to Cluster-API so apologies if I'm missing something obvious here,
