Archival of IHWRI repository

Hello all,

As agreed in community meeting, ironic-hardware-inventory-recorder-image (IHWRI) will be archived 1^st of March 2026.

The PR is open for adding archival notice to the repository: https://github.com/metal3-io/ironic-hardware-inventory-recorder-image/pull/29

The repository hasn't had any meaningful action in past 4 years, besides cosmetic CI related fixes, and we also haven't found anyone still using it.
