CAPM3 v1alpha3 support stopped

Hello 

This is to inform you that, we are not supporting anymore CAPM3 v1alpha3 version in metal3-dev-env.  So, all CI jobs related to CAPM3 v1alpha3 version will be removed and currently the CI jobs are not pass for v1alpha3. Soon we will release v1alpha5 version and will move our focus on that.
