Breaking changes to IRSO

Hi folks,

As you may have noticed, we recently merged a breaking change to IRSO.
Unfortunately  didn't realize it would impact metal3-dev-env, so it broke some tests.
While we hopefully soon have that sorted out, I want to highlight that this change will also be in the next release and may require user action.


TL;RD: If you create secrets to be consumed by IRSO, you will need to label them with `environment.metal3.io/ironic-standalone-operator=true` as a way of telling the controller that it is allowed to operate on them.

There is also another upcoming breaking change (not merged yet) in https://github.com/metal3-io/ironic-standalone-operator/pull/635. This one is about the prometheus exporter. We want to avoid exposing metrics widely, without authentication, by default. Users will still be able to configure this as needed.

We are doing these changes to get a better security posture.
