Here's the faction packages for Disturbia Ward Dibney, which is
mercenary to Asylum Bureau Dibney. The organizational structure of
the Disturbia faction is Institution > Ward. There are three packages
for this Ward; Catatonic, Delusional, Psychotic. I don't have
attribute bonuses yet but I imagine the Psychotic package would be +2
VIG, Delusional would be +3 QUA, and Catatonic would be minuses
everywhere.

[Primal].
[Stupid].
[Fettered <assembly>]. This character must always remain within
Cohesion Radius of an <assembly> character or else it may not
Activate.
[Drugged <faction>]. While a member of the <faction> faction, BP may
not be spent on this character to improve it.
Mind-blast 3.
Fearless 4.
@Package Delusional
[Primal].
[Fettered <assembly>]. This character must always remain within
Cohesion Radius of an <assembly> character or else it may not
Activate.
[Drugged <faction>]. While a member of the <faction> faction, BP may
not be spent on this character to improve it.
[Delusional]. All actions cost an additional AP.
Chi Enhance 3.
@Package Psychotic
[Primal].
[Drugged <faction>]. While a member of the <faction> faction, BP may

[Restraints] [Beast]. After receiving a Mortal Wound perform Static
VIG Test; upon success ignore [Restraints] penalties and double Blood-
lust and Blood-rage effects for the remainder of the game.

Brutal.
Bite 2.
Blood-lust.
Violent.
Fearless.
Assembly Traits
Slippery.

Heh-heh. I dig the hair. This guy appears to be about 40MM tall if it were to stand erect. A bit thin; maybe Dibney's hasn't been feeding their werewolf inmates?

Huge. These would do well in a high-fantasy setting like the Sarna Len genre I plan to build. In one of the stories, Jacques Frommage was attacked by the Undergarment cult. They comprised of shape-shifters that mostly favored the wolf form and sported clothing while in furry form ... some even being functional like that armor in your minis picture. Mostly though it was a fetish thing.

have.

OMG I love the idea of this faction. Asylum Inmates with Corrupt
Guards running the show. Possibly a mad phycologist/doctor than can
remove some of the negative effects for this crew and make then VERY
scary for whomever they face.
