Inspiration:

This becomes the "portable" version of the Fantasy Gladiators kit which is 1:18 scale.

1. Get 25-28mm gladiators such as https://www.crusaderminiatures.com/list.php?cat=1&sub=27 ; enough to form 4-6 schools (4-6 models per school or about 30 models in total)
   
2. Include some lions. Maybe some velociraptors as well.
3. Build to-scale arena.
4. Create campaign for managing team.
