Torches and Lanterns

I just found this interesting "Empire in Flames" rules regarding torches. 

SUMMARY

1. Causes Fear to animals (MEST - same as [Beast])
2. Increase spotting distance (MEST - essentially minimum OR)
3. Behaves as a club (MEST - as Improvised Melee Weapon)
4. May cause Fire (MEST - essentially same as Fire, Gas, and Smoke within v2.0 rules)
5. something about Trolls and regeneration (MEST - Not applicable; defining torches behavior is the wrong place for such a rule)
