I'll need to work with Damon on this one more so than the others. I
recognize the pulp-sci-fi aspect here; the League of Extra-ordinary
Gentlemen are a government bureau in Alan Moore's remarkable
novelizations. However, the world-conquering aspect of the VSF trope
is bothersome because that is more military in nature. Also there are
factions I've not yet considered that would be unaffiliated with
either Britain or Prussian.

For example, the "John Carter of Mars" faction. Include the Green
Martians as well.
For example, the "John Carson of Venus" faction. Didn't this also
have flying soldiers?

There's probably an equivalent for the Prussians unless those are
supposed to remain muddily scripted. I'd love to bring in factions
dealing with the British Common Wealth [ India, China, North Africa ]
and any that might fit for the Prussians. Perhaps those could be
other parts of the world like East Europe and Russia.
