Perform resource revocation by allocator?

Current resource revocation (oversubscription and optimistic offer) is on agent. We are considering whether it makes more sense to move the resource revocation triggered by optimistic offer (also quota in the future) to allocator. It will need changes on the allocator interface. The following doc is to show some ideas on the interface change of allocator for purpose of resource revocation. Feel free to give us any comments.

Great, that sounds in-line with what we (myself, Joris, AlexR) have already been thinking.

I haven't looked at your doc yet, but we're thinking that task launch needs to round trip through the allocator in order to perform revocation. This is also why I filed MESOS-4766 to address performance improvements in the allocator. We'll have to first improve the performance, otherwise we'll end up with a large performance degradation for launching tasks.
