About resource revocability by default - MESOS-4392

Hi Ben,

Seems Alex is now drafting the design document for MESOS-4392 and after some discussion with him, his design will cover the revocation in general and the work will beyond 0.28. 

So here my question is if Alex's design cover revocation in general, does it mean that the "optimistic offer phase 1" will also be re-designed and postpone beyond 0.28? Because we already have did many investigation and post many patches for "optimistic offer phase 1", is it possible to make "optimistic offer phase 1"  catch up 0.28?

Any comments on this?
