Oversubscription for reservation

Hi team,

Built a new EPIC, named "Oversubscription for reservation (MESOS-4967)", for current work on reserved resources; keep "Optimistic Offer (MESOS-1607)" for "Google Omega"/"Simultaneous Offer".

Regarding "Oversubscription for reservation (MESOS-4967)", we're updating the design document according to review comments last week. The design doc is reused to keep the review history. Keep you posted when it's ready for review.

Regarding "Optimistic Offer (MESOS-1607)", there's a proposal ready for review; but it's pending for other allocator related projects, e.g. Allocator Performance, Manage Offer in Allocator.

If any comments, please let me know.

Hi Ben Mahler, Michael Park, Joseph and folks,

I have updated the document from P1 to P16 and most logic are reside in allocator part, can you please help review and post some of your comments there? I am planning to book a meeting to review the document this Tuesday.

I'm investigating the options we discussed in the meeting last few weeks, there maybe also enhancement to the allocator; I think we can review it early of next week.

The design doc covered the implementation detail of the current patches, this is also an option to us; please comments it if any.
