I understand that when I replace power tubes in the 400+ I need to
replace them in matched sets. The 400+ has two rows of 6 power
tubes. What constitutes a set?
- Tubes 1&2, 3&4, 5&6 (from left to right)?
- Each front & back set?
- Tubes 1&6, 2&5, 3&4 (from left to right)?

It turns out all twelve of my power tubes are designated green "GRN."
As are my replacement tubes. So it probably doesn't matter. But
inquiring minds still want to know.

Hi Don, I believe that applies if your going to replace say two tubes and not the rest.
If your replacing them all then you replace them all and your all set.
I also believe the concept of replacing pairs, the pair are front and back so the first two from the left of the unit are a pair then the next front and back are a pair.  Here is a link to the manual. http://www.mesaboogie.com/manuals/Bass%20400%20Plus.pdf
