Dear all,

 

Mercy Corps is currently looking for experienced MEL consultants to support our USAID funded programs in the following countries- with the second assignment for NEPAL specifically focused on someone with MERL Tech-type experience. Even if you are unable to apply for that assignment but would like to be considered for others, Mercy Corps is looking to build its roster of consultants who can effectively bridge the gap between M&E and applied technology for M&E purposes. Nepal:   Resilience M&E Planning. The Consultant will be expected to carry out and deliver on the following tasks over 4-6 weeks:

Identify resilience capacities that the PAHAL program wants to instill in participants based on STRESS findings including but not limited to social capital, access to finally services, enabling rules and regulations. 

Develop monitoring system to track these resilience capacities using primary and secondary data collection tool

Organize a meeting with partners and key stakeholders of the PAHAL program to identify and prioritize information needs for resilience monitoring

Develop a training curriculum and conduct training to key staff

NepalIntegrated Technology for M&E System Strengthening. The consultant will be working with the MEL team for 6 weeks to:

  1. Review the PAHAL M&E System and tools used for data collection, management and analysis processes
  2. Provide M&E ICT recommendations to streamline processes
  3. Support web / mobile user set-up
  4. Support data export set-up if needed
  5. Support integrations with third-party data visualization if needed

Consultant must have experience using beneficiary tracking software, working with databases, and mobile data collection systems such as ONA. The consultant will be paired with a software developer, but must be able to work across the technical applications as well as business practices. USAID experience not required but helpful, and direct field experience with similar technology applications for M&E is required.

 

Jordan (Amman), DRC (Bukavu and Goma), Uganda (Moroto and Kampala): Detailed MEL Plan Set-Up for New Programs. Provide 6-8 weeks of technical support to the program and MEL team.  Activities include:

  1. Review and revise TOC in coordination with country and program Level MEL Staff
  2. Finalize indicators in coordination with technical team (workshops with program and MEL team to finalize indicators , definitions, map data flow for each indicators and develop data collection tools)
  3. Revise MEL plan including PIRS
  4. Finalize Indicator Performance Tracking Table in coordination with MEL manager
  5. Provide recommendations for mobile data collection schools
  6. Set up beneficiary tracking system in coordination with Country Level MEL Manager

Experience:

  1. At least 5 years of USAID experience, FFP or FTF preferred
  2. Resilience M&E experience
  3. French fluency for DRC
  4. Experience setting up M&E systems including developing PIRS, IPTTS, databases
  5. Experience with mobile data collection tools
